How do I understand whether my request has been successfully sent to HO?

On receipt of message "Request sent successfully" / "Certificate sent for approval" / "Deactivation request accepted" assume that request is received by HO.

If this message is not received you get the error message  on the top of the same window. Rectify your error & re-apply
